The National Police Board of Finland has recorded 50 business-to-consumer license applications for the country’s upcoming regulated iGaming market. The licensing window opened on March 1, 2026, with the new framework scheduled to begin operations on July 1, 2027.
Application Process and Foreign Participation
Each submission requires a €28,979 processing fee. The regulator estimates a six-month review period per application, during which officials examine register extracts, certificates, and compliance reports to verify applicant suitability. Foreign companies account for the majority of current submissions. The National Police Board stated that "the complexity of processing and evaluating applications is affected by the fact that the majority of applicants are foreign."Market Structure and Revenue Projections
The 2027 launch will introduce private competition to the sector, ending the monopoly previously held by the state-owned operator Veikkaus. Under the new Gambling Act, licensed entities will pay a 22% tax on gross gaming revenue. The regulatory framework prioritizes market channelization, aiming to direct offshore and grey-market platforms into the domestic system.Industry analysis from Finnplay projects the regulated market will generate $1.37 billion in gross gaming revenue during its first full year, rising to $1.7 billion by 2029. Finland joins Sweden and Denmark in establishing a fully licensed iGaming environment for a population of 5.6 million.
