German Regulators Lift €1 Cap on Online Slot Stakes

German regulators have officially lifted the €1 stake cap for online slot games. Starting in July, licensed operators may increase maximum stakes to €3 or €5 per spin for eligible players.

The €1 limit remains the legal default. To access the €3 tier, players must be at least 21 years old. The €5 tier requires players to show no signs of problematic gambling in the preceding 90 days.

Operators must monitor player behavior before and after any limit increase. If harmful gambling indicators appear, companies must intervene by contacting the user, restricting activity, or suspending the account.

Regulatory Objectives and Market Response

The Joint Gambling Authority of the Federal States (GGL) stated the changes align with the Interstate Treaty on Gambling (GlüStV). The authority aims to maintain player protection while adapting to market conditions. The decision required approval from representatives of all 16 federal states.

Simon Priglinger-Simader, senior regulatory affairs manager at Entain Group and vice president of the German Online Casino Association (DOCV), described the move as a "positive signal." He noted that the federal states are demonstrating a willingness to review regulations. Priglinger-Simader added that the change reflects a realization that the regulated industry faces competition from the black market.

Previously, the strict €1 limit was a subject of industry debate. Operators argued that the regulation hindered the ability to channel players into the legal market.
